
In 1983, Rodolfo Solmoirago participates in the I Latin American Congress of Dance, in the Ministry of Education of Rio de Janeiro, Brazil, organized by the Brazilian Council of Dance C.B.D.D. presided over by Helba Nogueira and the C.I.D.D. UNESCO coordinated by Susana Frugone de Basualdo, being Solmoirago the official representative more young person of the eleven countries constituted in the same one; Cuba: Alicia Alonso, Mexico: Patricia Aulestia de Alba, Chile: Malucha Solari, Venezuela: Belen Lobo, Argentina: Angeles Ruanova, Héctor Zaraspe, among others. The next year Rodolfo, as it is known by all his colleagues, it wishes to concrete what it was left writing in the paper and it creates an international circuit of exchange, with the name of Latin American Circuit of the Dance, with the idea to make of the dance an instrument of union between the towns. With 30 cities adhered through its official cultural institutions, an artistic tour without concerning the importance or cultural tradition of the population is faced, is inaugurated with Popular Bale' do Recife de Pernambuco, Brazil, with all the traditional and popular dances of that country. The project consisted of a data base (theaters, sponsors, hotels, spectators, etc.) so that different groups on the way to be professional can use them looking for new market and as the best formula of better brotherhood a whose shade the geographic borders disappear to give rise to the generous desire of the towns to know themselves and to love themselves more. In spite of the enthusiasm and after three months of tour, an economic failure of great proportions was not contained, because in the great majority of the cities the habit not even existed to much less frequent any artistic spectacle and of dance. Without resigning to his objectives, Rodolfo Solmoirago it is transferred to the conjunction of the borders of Argentina, Brazil and Uruguay, departure place of this pioneering project, convinced that the first serious step to educate and to teach to the society to value the art of the dance, beings to conduct any battle of interchange. In1986, it initiates in Uruguayana, Brazil a circuit of events that they include: competitions, congresses, seminaries and exhibitions, etc. and invite to their collegues to found the Latin American Association of the Dance A.L.A.D. with the purpose of approaching all those that chose the dance as form of life or expression. Year to year and throughout these 19 years, the bases of Regulation and Professional of the Dance were gotten up more of a hundred of cities of eleven countries, generating in many countries, as well as its true artistic growth and on all the things: human.
